Xavier Tiana

Secretary General

Xavier has been Secretary General of MedCities since November 2015 and Head of International Relations of the Metropolitan Area of Barcelona since January 2014. From 1998-2008 and 2011-2013, he worked at the Provincial Government of Barcelona as Head of the European Cooperation Office, where he was responsible for the Arco Latino Secretariat. From 2008 to 2011 he was the Director of the Office of the President at the Public Audit Office of Catalonia. He has a Postgraduate Diploma in local government, a Master's in European Studies and a Bachelor in Political Science and International Relations. He has also worked for various international organizations as trainer and expert.

 

Oriol Barba

Director

Oriol has held senior positions in various international projects and initiatives related to urban development in the Mediterranean and is the author of several publications on the theme. He has an Msc in Global Politics from the London School of Economics and further developed his studies at the University of Damascus, Syria. Before joining MedCities in 2012, he worked as a policy officer at the Secretariat for EU Affairs of the Catalan Government, where he was seconded to the Secretariat of the Union for the Mediterranean during the period of its establishment.

 

Carolina Pérez

Project Officer

A lawyer by education, Carolina has over 20 years' experience in managing projects in the field of coastal management, planning and policy-development. She was previously project coordinator at the Coastal & Marine Union in the Netherlands and in 2003 moved to Barcelona to open its regional office for the Mediterranean. Soon after she began cooperating with MedCities and joined the team in 2017 as a Project Officer, working mainly on the Association's activities in the eastern Mediterranean. Her main fields of interest relate to sustainable socio-economic development and include participatory processes, adaptation to climate change, waste reduction and management and marine litter.

 

Iván Luque

Project and Communications Officer

A trained building engineer, Iván has over 15 years' experience working in fields related to Urban Planning, Energy Management and Urban Mobility. For 10 years he has worked in project management in non-profit organisations, public administrations and private companies in Europe and Africa. Now focusing on the Mediterranean area, he works on projects related to urban sustainability and the development of city strategies.

 

Konstantia Nikopoulou

Project Officer

Konstantia has over ten years' experience working in international cooperation and EU territorial cooperation project management, focusing on urban and territorial sustainable development. She holds an MA in Post War Recovery and Development Studies and an MA in International Relations. She has worked for local authorities and NGOs, and has managed multi-partner projects targeting countries around the Mediterranean.

 

Dario Ros

Finance Officer

Dario is a technician in administration and finance and has worked for international organizations throughout his professional career. He has experience in taxation, law and accounting in international trade and, since joining MedCities, he has specialised in the management of non-profit organisations.

 

Patrick Herron

Communications and Network Officer

Patrick has over ten years' experience working in communications and international relations. He has degrees in Political Science and International Relations from the University of Cambridge and the Graduate Institute Geneva, and a PhD in International Relations from the European University Institute, Florence. Before joining MedCities, he lectured in International Relations at the Institut Barcelona d'Estudis Internacionals and prior to that worked for an international arms control research project. He also has several years' experience working for a London and Brussels-based communications consultancy.
