"Local policies in favour of the Youth in Tunisia": a training program on youth policy-making at the local level

From January to May 2021, MedCities, with the financial support of the Catalan Agency for Development Cooperation, has provided technical assistance to the Tunisian city of M'Saken in the consolidation of its Youth Council through multiple activities.

As the project comes to an end, MedCities organised an online training program on local youth policies to foster knowledge sharing among local elected representatives, municipal staff and young leaders across Tunisia.

The training program "Local policies for the Youth in Tunisia" was set up with the following objectives: 

  • to mainstream the needs of the youth in all areas of municipal action, 

  • to foster dialogue between municipal representatives on main challenges, existing practices and lessons learnt and 

  • to collectively identify municipal venues for youth policy in order to co-create a common knowledge basis and provide tools for action.

The training consisted of four online training sessions, animated by the youth expert Mrs. Chaima Bouhlel, taking place on May 19th, 20th, 26th and 27th. The first three sessions focused on a specific topic within youth policy-making: youth framework strategies and concepts; setting up youth participation organs; and mainstreaming the youth's perspective in municipal sectorial policies and interventions. The 4rth session on May 27th was a workshop for the co-creation of a guide on the process of designing, implementing and evaluating local youth policies. A multitude of topics, initiatives, issues and solutions came out during this engaging co-creation workshop: collecting data on different youth groups, creating spaces for youth participation, involving youth in different areas of local policy-making, mainstreaming youth in local investments plans and municipal budgets, among others. The resulting document will serve to capitalize best practices and experiences in order to encourage and guide Tunisian municipalities in designing and implementing youth policies.

The training program welcomed between 25 and 30 participants in each of its sessions, mainly local elected representatives and local technical staff from the nine Tunisian cities of El Kef, Gabès, Kairouan, Monastir, Menzel Bourguiba, M'Saken, Sousse, Sidi Bou Said, Tabarka, Tataouine and Tinja. Members of the youth councils of M'Saken and Medenine and representatives of youth related civil society organisations were also present in the last participative workshop.
