Enhancing Local Governance in the Municipalities of Grand Sfax

As part of the modernization of municipal management, the municipalities of the Sfax Governorate conducted a project between 2006 and 2009 to enhance local governance.

Description

The project has different objectives:

  • Enhancing the human resources competences in the Sfax Governorate municipalities.
  • Improving the communication between the municipalities' services and external actors.
  • Developing the involvement and the participation of citizens in the improvement of municipal services.
  • Strengthening the municipal management tools.
  • Executing a strategy for municipal management.

Activities

The Project consists of 5 components (activities):

  1.  The improvement and the modernization of municipal management.
  2. The development of a model manual for procedures.
  3. The development of a model manual for services.
  4. The establishment of a network connecting the Sfax Governorate municipalities.
  5. The enhancement of the competences of public officers and those responsible of communication.

Methodology

These components were translated into several accomplishments:

1. The elaboration of a model manual for procedures in 2 languages (Arabic and French) and providing web hosting services for 7 municipalities.

2. The elaboration of a model manual for services in 2 languages (Arabic and French) posted on Sfax's website with links posted on other municipalities' websites leading to the services manual.

3. Creating a communication office in each of the 7 municipalities and training the people in charge on the techniques of communication.

4. Training the staff and those elected in the communication field and the improving the relationship between the citizens and the municipality.

5. Developing and benefiting from two IT applications by the municipalities:

- The management of the public lighting network

- The management of road maintenance

6. Updating and enhancing the communication strategy of the Sfax Governorate

7. Establishing a communication inter-municipalities network in order to benefit from data, the use of applications and the two model manuals for procedures and municipal services.

The innovation resides in the following main aspects:

- The establishment of a communication inter-municipalities network in order to benefit from data, the use of applications and the two model manuals for procedures and municipal services.

- The development and benefiting from two IT applications by the municipalities:

- The management of the public lighting network

- The management of road maintenance
